Mengembangkan Model PARTNER untuk Manajemen Mutu Sumber Daya Manusia Sekolah: Studi Kasus Kualitatif di Indonesia

Peningkatan kualitas layanan pendidikan memerlukan manajemen sumber daya manusia (SDM) sekolah yang mengintegrasikan pengembangan profesional, evaluasi berkelanjutan, dukungan organisasi, dan kolaborasi dengan orang tua. Namun, praktik-praktik tersebut kerap dilaksanakan secara terpisah sehingga diperlukan kerangka manajemen yang koheren dan sesuai dengan konteks sekolah. Penelitian ini bertujuan mengembangkan Model PARTNER sebagai kerangka manajemen kualitas SDM sekolah yang berlandaskan evaluasi berkelanjutan dan kolaborasi sekolah–orang tua. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus di SD Abu Aziz, Bandung, Indonesia. Sepuluh partisipan, yang terdiri atas kepala sekolah, tiga guru, tiga orang tua, seorang anggota komite sekolah, seorang pengawas sekolah, dan seorang perwakilan Dinas Pendidikan setempat, dipilih secara purposif. Data dikumpulkan melalui wawancara mendalam, observasi, dan analisis dokumen. Analisis data mengikuti model interaktif Miles, Huberman, dan Saldaña, dengan dukungan NVivo serta tahapan pengodean terbuka, aksial, dan selektif. Kredibilitas data didukung melalui triangulasi sumber, teknik, dan waktu, serta member checking. Temuan penelitian menghasilkan tujuh komponen yang saling berkaitan, yaitu Planning, Advancement, Review, Togetherness, Needs, Enabling, dan Reinforcement. Ketujuh komponen tersebut mengintegrasikan perencanaan SDM, pengembangan profesional, evaluasi dan tindak lanjut, kemitraan sekolah–orang tua, pemenuhan kebutuhan pemangku kepentingan, dukungan organisasi, serta budaya mutu reflektif. Kontribusi penelitian ini terletak pada sintesis praktik-praktik tersebut ke dalam kerangka konseptual yang kontekstual untuk manajemen kualitas SDM sekolah. Model PARTNER dapat menjadi landasan refleksi dan perbaikan berkelanjutan di tingkat sekolah. Namun, efektivitas dan keterterapannya pada konteks yang lebih luas masih perlu diuji secara empiris.
